The new GPS car data point out the relevance of individual free will in
the construction of mobility agenda. We show evidence of a possible model
based on finite mobility energy and random use of time for a population of
independent individuals. The statistical analysis suggests that to enroll the
system complexity it is necessary to study the transient states. According
to this assumption we propose a cognitive dynamical model on network (automaton
gas model) to study the transitions and the criticalities evolution.
